Wenatchee Valley Stormwater Technical Advisory Committee

Wenatchee Valley Stormwater Program LogoThe Wenatchee Valley Stormwater Technical Advisory Committee (WVSTAC) was formed in January 2004 through a memorandum of understanding between Chelan County, Douglas County, the City of East Wenatchee and the City of Wenatchee. The goal of this committee is to develop a regional stormwater program and meet the requirements of the Eastern Washington Phase II Municipal Stormwater Permit.

NPDES Stormwater Permits
The National Pollutant Discharge Elimination System (NPDES) is a permitting program that was developed under the federal Clean Water Act. In Washington State, this program is implemented by the Department of Ecology (DOE). DOE issues permits for wastewater discharges and stormwater runoff to local government and industry.

For stormwater runoff, the permitting program was divided into two phases. In 1995 the DOE issued Phase I stormwater permits to Clark, King, Pierce, and Snohomish Counties and the cities of Seattle and Tacoma. These were the first jurisdictions to be required to develop and implement a stormwater program. After some delay, the Phase II stormwater permits were issued in February 2007. Western and Eastern Washington communities were issued the Phase II stormwater permits based on urban density. To address the differences in climate, two versions of the Phase II permit were issued; one for Western Washington and one for Eastern Washington. Locally, the Eastern Washington permit was issued to Chelan County, Douglas County, City of East Wenatchee and the City of Wenatchee. 

Regional Stormwater Program
In May of 2008 the Wenatchee Valley Stormwater Management Program was adopted.  The program was jointly developed by the four jurisdictions and HDR Engineering, Inc.  The program will be reviewed and updated each year as new elements are developed in accordance with the municipal stormwater permit.

The Eastern Washington Phase II Municipal Stormwater Permit requires that the following elements be addressed in the program:
