Housing Rehabilitation Program

Program Overview

The City has developed a Housing Rehabilitation Program with two primary purposes: Fair Housing Logo

  1. Increase the number of owner-occupied housing units within the south Wenatchee neighborhood
  2. Improve the health and safety conditions of housing for low and moderate income households

Program assistance consists of zero-interest deferred payment loans for low-moderate income owner-occupied households. Major housing rehabilitation loans (up to $25,000) are used to address health and safety issues related to International Building Code deficiencies. The goal is to identify and upgrade housing units which have significant structural, electrical, plumbing or weatherization problems. The minor home repair and home access program provides loans of up to $5,000 to cover the cost of removing architectural barriers for people with disabilities, improving access and safety, improving health conditions, providing basic maintenance and increasing energy efficiency.

Households eligible for major housing rehabilitation assistance must be located within the current target area, as indicated on the map available for download below.  Households eligible for minor home repair assistance may be located anywhere within current City limits.

Notice to Contractors

The City of Wenatchee Department of Community Development anticipates the need for general and specialty contractors. The services are needed for the Housing Rehabilitation Program which provides minor repair and major rehabilitation loans to income-qualified single-family homeowners.

Qualified firms who return a completed contractor application will comprise an annual contractor roster for the Program and will receive notices of bidding opportunities depending on the area of specialty. Awarded firms will be selected by the homeowner on the basis of the most responsive bidder.

This project is funded through the City’s Community Development Block Grant (CDBG) Program with federal funds provided by the U.S. Department of Housing and Urban Development.

Application forms and contractor qualifications and requirements are available at 1350 McKittrick Street, Wenatchee, WA 98801 or may be downloaded from the City’s website. Interested firms may apply for participation in the Program at any time. For more information contact Monica Libbey at (509)888-3252 or David Gerlach at (509) 888-1561.

Minority and women-owned firms are encouraged to submit applications. The City of Wenatchee is an equal opportunity and affirmative action employer.
