Application SS-17-03WE: A preliminary short subdivision application was received by the City of Wenatchee from Castle Heights Holdings, LLC to divide an existing 22.57 acres lot into two residential lots. Proposed lot 1 would be 6.06 acres and proposed lot 2 would be 16.51 acres and. The subject property is vacant, undeveloped land and is located with the Residential Single-Family (RS) Zoning District

Application P-17-03: A preliminary plat application to develop approximately 16 acres into 37 residential lots including the necessary infrastructure (utilities, roads, sidewalk, etc.). The subject property is located partially within the Residential Low (RL) and Residential Single-family (RS) Zoning Districts.

Application PRD-17-01/P-17-02:  A planned residential development, unit lot subdivision, and preliminary plat application was received by the City of Wenatchee from Beaconsfield Associates, II, LP to divide three existing lots into 69 lots with infrastructure (utilities, roads, alleys, sidewalk, etc.) and landscaping. The development will have 54 residential lots for single family homes to include 1 existing single family residence, and 14 townhome unit lots. The subject property is located within the Residential Low (RL) Zoning District and has most recently been developed with an orchard and two residences.

Application TYPE2-17-01: An application has been submitted by the applicant/property owner for a minor amendment to the approved planned development, PRD-16-02, as known as Pershing Place. The requested minor adjustment is proposed to alter the original landscape plan to allow for hardscape ground cover in lieu of plantings. The amendment will not change the amount of open space provided by the applicant. The applicant has installed a 6 foot solid fence which meets the landscape requirements for the original application.

Application SEPA-17-03:  The City of Wenatchee received a SEPA checklist and proposed site plan to conduct an environmental review in advance of the submission of a commercial building permit application for a three-story, mixed use building to contain an 4,638 square foot offices on the main floor and a total of eight units on the upper two floors, consistent with Wenatchee City Code Section 12.04.020(6). The proposed project would include associated parking and landscaping meeting the Wenatchee City Code requirements.

Application CUP-17-06: A conditional use permit to convert the existing house at 1300 Cherry Street for the purpose to relocate the current food pantry run by St. Vincent de Paul Society and establish meeting space for their volunteer group activities. The uses identified by the applicant have been occurring as part of the established use as a place of assembly by St. Joseph’s Church on their property at 600 St. Joseph’s Place. The applicant is purposing new 90’ x 10’ parking area to be asphalted on the property identified as 600 St. Joseph’s Place that shares the east property line of 1300 Cherry Street for the proposed project.

Application SS-17-02WE & PRD-17-02 : 

A revised site plan and narrative for the previously proposed project was received on August 4, 2017. These revised materials eliminate vehicular access off of Western Ave and alter the access easement to include an emergency vehicle turnaround. A 5ft pedestrian easement is proposed between the end of the vehicular access easement and Western Ave.

A preliminary short plat and planned residential development application was submitted by Water Works Properties, LLC to divide an existing 0.72 acre parcel into 4 single-family residential lots as a residential planned development. Two lots would be designed to accommodate single family homes and two lots would be designed to include an accessory dwelling unit. The property would be accessed by Castlerock Avenue with an access easement that each lot would access parking through. The applicant has requested a deviation to the minimum setbacks for proposed lot 4 to be consistent with the internal layout for homes with the development as part of the residential planned development. Additionally, the applicant is requesting a deviation to increase the minimum lot coverage to 45 percent to accommodate the desired building footprint. The subject property is located within the Residential Moderate (RM) Zoning District and is currently a vacant lot.

Application CUP-17-05: An application was received by the City of Wenatchee from MJ Neal Associates, Architects PLLC on behalf of Wenatchee Valley Humane Society for future construction of buildings and additions on the subject property to better serve their animal population. The application attempts to provide a long-term masterplan perspective for the property and does not have specific timeframes for the work to be completed, but intends to complete as funding becomes available. The proposed buildings identified in the application include: 45’ x 30’ addition to the Club Pet Boarding facility; 20’ x 25’ addition to the existing kennel wing of WVHS; 35’ x 50’ addition to the existing kennel wing of WVHS to include relocation of an existing modular; construction of a 20’ x 30’ detached breakroom; construction of 20’ x 40’ enclosed/covered storage building; construction of a covered parking structure with Type-2 catch basin and infiltration pipe system; and construction of enclosed/covered parking structure and expansion for 2 additional parking stalls. The subject property is within the South Wenatchee Business District (SWBD).

Application CUP-17-04: Awaken Wenatchee Church submitted an application for a conditional use permit proposing a temporary gravel parking lot located north of the existing building for a period of two years to accommodate 39 new parking spaces. The proposed parking area is currently gravel and dirt.

Application CUP-17-03 and SP-17-02: A conditional use permit application and shoreline substantial development permit application were received by the City of Wenatchee to demolish the existing two-story concrete masonry building and replace with a three-story building with a roof top gathering area. The building would provide additional retail and restaurant spaces for the Pybus Market on the first and second floor. The third floor would be an Event Center to extend to the roof top deck. Additionally, a foot bridge is proposed to connect the structure to the Apple Capital Loop Trail. The proposed structure and stair tower for the bridge would be constructed within the 200’ boundary of the shoreline jurisdiction.  Improvements to the site would include an additional 59 parking spaces, landscaping, and stormwater facilities. The subject site is within the Waterfront Mixed Use (WMU) Zoning District and Waterfront Pedestrian Overlay (PO), and High Intensity Shoreline Designation.

Application P-ALT-17-01 : A preliminary plat alteration application was received by the City of Wenatchee from Lesley Allen to remove the 30 foot front yard setback requirement noted on the face of the plat for all lots within the Skyline Place Addition. If approved the resulting change would be the front yard setback would default to the standard required setback for the zoning district. A majority of the property owners within the plat of Skyline Place Addition have signed the application. The subject properties are located within the Residential Single Family (RS) Zoning District and are either currently developed with single-family residences and accessory structures or vacant.

Application P-17-01: A preliminary plat application was received by the City of Wenatchee from Steven Tramp to divide an existing lot into 18 residential lots with infrastructure (utilities, road, sidewalk, etc.). The subject property is located within the Residential Foothills Low (RF) Zoning District and Rural Residential/Resource – 1 Dwelling Unit Per 5 Acres (RR5) Zoning District, and is currently developed with an existing single-family residence and accessory structures.

Application PRD-16-04 & P-16-02: 
A preliminary plat and planned residential development application was submitted by McKittrick Place, LLC to divide three existing parcels into 41 single-family residential lots and two tracts for development. One tract would contain 52 multifamily units. The residential lots would be developed with patio style homes sharing at least one common wall. The multifamily units would be two buildings with 2 to 3 stories of either apartments, townhomes, or condominiums. The property would be accessed by extending Second Street over the Highline Canal with a bridge that would intersect with a new private street. The new street would run through the development and access to the multifamily units would be from a driveway off the proposed road. Landscaping will be included as part of the site improvements. The subject property is located within the Residential Low (RL) Zoning District and contains an existing single-family home on one parcel and the other two parcels were formerly an orchard.

Application CUP-17-02: A conditional use permit application was received by the City of Wenatchee to establish an indoor commercial recreation use in an existing structure. The proposed use is for Escape Tactics LLC which offers an indoor puzzle based entertainment experience. Participants will enter a themed room in groups of 6-8 players and work to solve the puzzles within a 60-minute time limit to “unlock” the room. The site is currently development with a residential structure that is being used as a business office and three parking spaces are available accessed by the alley. The applicant has proposed hours of operation in which participating groups can book appointments in advance. The subject property is located within Residential Mixed Use (RMU) Zoning District.

Application SP-17-01 & SEPA-17-02: An application was submitted for a shoreline substantial development permit to develop apportion of the parking lot in northeast corner of the property and a pedestrian path both which is located within 200 feet from the Columbia River shoreline jurisdiction. The parking lot and pedestrian path are associated with a future commercial building permit application to construct a 4-story, 177 guest room Hilton Garden Inn Hotel. The SEPA environmental checklist for the shoreline permit also addresses environmental review for the future commercial building permit for the proposed hotel site as a whole. The proposed hotel footprint would be 28,772 square feet. The total number of parking stalls for the site would include 172 stalls. Other improvements to the site include the installation of landscaping and utilities.

Application SS-17-01WE: A preliminary short subdivision application was received by the City of Wenatchee from Wenatchee Productions, Inc. to divide an existing 11.27 acres lot into three commercial lots. Proposed lot 1 would be 2.28 acres and is currently vacant. Proposed lot 2 would be 6.17 acres and is developed with two buildings used by the former drive-in theater. Proposed lot 3 would be 1.73 acres and is developed with a portion of a building associated with the former drive-in theater. The subject property is located within the South Wenatchee Business District (SWBD) Zoning District.

Application CUP-17-01:  A conditional use permit application was received by the City of Wenatchee to construct a 39,500 square foot, single story building to serve as a memory care facility. The facility would serve 48 resident units with a 60 bed maximum. The site would be developed with associated landscaping, pedestrian paths, and parking areas. The applicant has identified potential future phases that are not being reviewed with this application, to subdivide the site into three lots. The future phases may also include a group home each accommodating six residents that may be constructed on two of the lots and is a permitted use within the Residential Moderate zoning district.

Application BSP-16-02: A preliminary binding site plan application was received by the City of Wenatchee from Rory Turner, 135 Holdings LLC to create each floor as an individual condominium unit within the existing building. The subject property is located within the Central Business District (CBD) zoning district and Historic entertainment overlay district and is a two story commercial building with a basement.

Application CUP-16-08:  The Three Hierarchs Orthodox Church has submitted a conditional use permit to remodel the existing house to be used by the parish and place a 1,774 square foot modular building to be used as a place for worship until the church is able to build a permanent structure can be in the future. The remodeled house will be used for meeting and information gatherings, office space for church administration and/or pastoral care, and provide a food preparation area for light snacks. The portable will be used for Sunday morning service for approximately 45 people and for Wednesday and Saturday evening services and class for approximately 20 people. The site is located in the Residential Moderate (RM) Zoning District and Mixed Residential Corridor (MRC) Overlay District which requires nonresidential buildings to meet the architectural design standards provided for in Wenatchee City Code Section 10.48.080(4). The applicant is proposing deviations from these standards which may be considered where the applicant can demonstrate that the change or deviation in design is necessary due to the inherent function of the facility, and/or the change provides for equal or greater compatibility with the character of the surrounding neighborhood. Consideration of such a deviation shall include an informal design review workshop recommendation of the planning commission to be incorporated in the staff analysis for the hearing examiner.

Application CUP-16-07:  An application was received by the City of Wenatchee from MJ Neal Associates, Architects PLLC on behalf of Wenatchee Valley Humane Society to construct three additional buildings on the subject property to better serve their animal population. The applicant has indicated that construction of the buildings would take place as funds becomes available with the project occurring in three phases. Phase 1 would be to construct a 20’ x 54’ addition to the Club Pet boarding facility for indoor pet activity; phase 2 would be to construct a 20’ x 60’ farm animal shelter to replace the goat shed currently in use; and phase 3 would be to construct 5 16’ x 16’ trellis/sun shade shelters. The subject property is within the South Wenatchee Business District (SWBD).

Application PRD-16-03:  A planned residential development application was submitted by Al Stonas proposing to construct 30 townhouse style apartments. The proposed development would include parking interior to the site with the townhouses along the perimeter. Other improvements would include landscaping, a playground, and a recreation area with tables. The proposed public benefit would be improvements to S. Western Avenue including sidewalks along the property frontage and re-channelization to a portion of the road to provide a central turn lane and bike lane. The subject property is located with the Residential Moderate (RM) Zoning District and has been previously used as construction and landscape equipment yard with an associated office building.

Application BSP-15-03:  A binding site plan vacation of a portion of Lot 1 of BSP 07-03.  The proposed partial binding site plan vacation pertains to one specific area of ownership interest within Lot 1 which is vacant and identified as in the ownership of Gayle E. Reid.  The applicant proposes a vacation of this portion of the binding site plan to facilitate a potential boundary line adjustment with the adjacent property to the south.

Application PRD-16-01: An application was received by the City of Wenatchee from Okanogan Street Ventures, LLC to divide Lot 15 of Campbell’s Glen Subdivision 2013-02/PD2013-01 Phase 2 into two separate lots. The existing lot is 16,285 square feet. Proposed Lot 1 is approximately 7,858 square feet and proposed lot 2 is 8,407. The proposed amendment to the approved planned development is consistent with the original application which inadvertently did not request the additional lot proposed to be created with this application. The subject property is located with the Residential Moderate (RM) Zoning District and is currently vacant land.

Application CUP-16-04: Wenatchee Valley College has submitted a conditional use permit to construct a new Student Recreation Center with a building footprint of approximately 17,500 square feet. The building would include two full size basketball courts and multipurpose room on the first floor, and a 5,000 square foot mezzanine for fitness equipment and weights. The proposed building would be located on the west end of the campus, set back from Fifth Street and campus parking. The area currently contains the west most tennis courts. Two tennis courts would remain next to the existing gym. The site is located in the Residential High (RH) Zoning District which requires nonresidential buildings to meet the architectural design standards provided for in Wenatchee City Code Section 10.48.080(4). The applicant is proposing deviations from these standards which may be considered where the applicant can demonstrate that the change or deviation in design is necessary due to the inherent function of the facility, and/or the change provides for equal or greater compatibility with the character of the surrounding neighborhood. Consideration of such a deviation shall include an informal design review workshop recommendation of the planning commission to be incorporated in the staff analysis for the hearing examiner.

Application BSP-16-01: A binding site plan alteration of a portion of Lot 1 of BSP 07-03. The proposed alteration pertains to three separate areas of ownership interest within Lot 1 and would remove the previously depicted unbuilt development with the exception of a duplex being developed by KK & R and still address provisions for access, and easements. Development infrastructure, including a component of a proposed shoreline access corridor, is anticipated to occur with future development when anticipated consistent with City Code. 

Application BPC-16-086: A commercial building permit application has been submitted to demolish an existing residential structure to facilitate the construction of an indoor rock climbing gym. The existing barn will be incorporated into the proposed gym structure. The site development will include a new parking area, onsite landscaping, and utilities infrastructure. The subject property is located in the Waterfront Mixed Use zoning district.

Application CUP-16-03: The Wenatchee School District submitted an application for a conditional use permit for the purpose of adding temporary classrooms buildings (aka portables) on the following school sites within the City of Wenatchee: Wenatchee High School, Westside High School, Pioneer Middle School, Orchard Middle School, Foothills Middle School, Lincoln Elementary School, Columbia Elementary School, Lewis and Clark Elementary School, and Newberry Elementary School. The additional classrooms will either provide relief for overcrowding at existing school or to comply with future implementation of Initiative 1351 which mandates class size reduction or to house existing and future programs. The applicant is proposing additional parking at Columbia Elementary School and has provided analysis to demonstrate that adequate parking existing at the other locations. The placement of the portables in general will be behind existing buildings or other forms of screening. On sites where the portables are not screened will require additional landscaping to be placed. Additionally, the applicant is requesting electronic reader board signage for each of the above mentioned locations except Wenatchee High School. The reader board signs will be placed adjacent to the entry drives at each site. The schools are all located within various residential zoning districts which require nonresidential buildings to meet the architectural design standards provided for in Wenatchee City Code Section 10.48.080(4). Deviations to these standards may be considered where the applicant can demonstrate that the change or deviation in design is necessary due to the inherent function of the facility. Consideration of such a deviation shall include an informal design review workshop recommendation of the planning commission to be incorporated in the staff analysis for the hearing examiner.

Application CUP-16-02: Awaken Wenatchee Church submitted an application for a conditional use permit for the purpose of repurposing an existing structure located at 2 Fifth Street to a place of worship to conduct weekly church services for their congregation. The proposal includes to create the following spaces with in the current 18,000 square foot structure: a general purpose conference area, children’s ministry classrooms, and a small concession area for serving coffee and snacks. The maximum occupancy of the building at any time will be 250 people. The peak use of the building would occur on Saturday evenings and Sunday mornings with the maximum occupancy of 250 people. Mid-week events would occur consisting of approximately 100 people. The building would also be used for special events such as dinners, weddings, and conferences in support of church sponsored activities.

Application CUP-16-01:  Mark J. Neal, MJ Neal Associates Architects, PLLC has submitted an application on behalf of Catholic Family & Child Services for a conditional use permit for the purpose of providing humanitarian services within a newly constructed office building located at 145 S. Worthen Street. The services anticipated to be provided at this location are consistent with professional services of counseling, client evaluation, minor medical services, life guidance instructions and administrative operations. A detailed description of services and management of the property are provided within the application materials.  The subject property is within the Waterfront Mixed Use (WMU)zoning district.

Application TYPE3-16-01:  An application has been submitted by Mike Wood (property owner) proposing an exception to Wenatchee City Code (WCC) Section 10.28.050(9) Exterior Building Materials for the North Wenatchee Business District (NWBD) pursuant to subsection (c) of this same section. Alternatives are processed as a Type III application to be reviewed by the Planning Commission. The proposal is to use all metal siding material for an addition to the existing structure which is consistent with the existing siding material. The NWBD zoning district requires materials such as metal siding to be limited to 50 percent of the façade visible from the public right-of-ways. The subject property is within the NWBD zoning district.

Application SP-16-01:  An application was submitted for a shoreline substantial development permit to reconnect a power supply from the bathroom structure located within the Linden Tree Area of Walla Walla Point Park to the nearby Lindston Barn (also known as the Wenatchee Row & Paddle Club Boathouse). The subject property is located within the Waterfront Mixed Use (WMU) zoning district with a portion in the Waterfront pedestran overlay (PO) and has a Waterfront Park shoreline environment designation.
