On Thursday, U.S. Senator Maria Cantwell and U.S. Rep. Kim Schrier joined other state and local representatives to turn the first shovels of dirt for Confluence Parkway Phase 1. The City received funding from the Infrastructure for Rebuilding America (INFRA) grant from the U.S. Department of Transportation for a suite of projects called the “Apple Capital Loop” which included Confluence Parkway.

“When you’re making infrastructure investment, you should try to prioritize projects that move freight – and that is because they grow jobs, they grow economy, they help us get products to market,” Sen. Cantwell said. “I just want to give my congratulations today to everybody that’s been working hard on this. I know that the Confluence Parkway project obviously is going to solve some of those transportation challenges by reducing that congestion – 4,000 trucks travel through the area each day, as well as 24 trains [...] all of this is going to make Wenatchee a little better, from this transportation infrastructure investment.”

“What a great day for the Confluence project. What a great day for Wenatchee,” she continues. “I can tell you one thing: Wenatchee is on the move.”

Since 2010, the City of Wenatchee and regional partners have been working on a transportation solution to meet the demands of the local Wenatchee Valley, which is the economic, government, medical and services center of the region.  The “Apple Capital Loop” is a network of projects that make up the transportation backbone for Chelan and Douglas Counties and includes several key components that provide connectivity for freight, vehicles, bicycles and pedestrians.  The event kicked off another component of the “Apple Capital Loop” which when built, will serve as an 11-mile loop supporting highway, transit, and active modes of transportation.

“Since taking office in 2019, I have been working with local stakeholders, and Democrats and Republicans in both Washington to make the case to the Department of Transportation for the Apple Capital Loop project. And we did it!” Said Congresswoman Schrier. “I am thrilled that Phase 1, the Confluence Parkway project, is now underway. This project will improve the safety and efficiency of transportation in the area, and will increase access to parks, trails and transit. I am delighted to have been able to secure funding for this hard-fought and much-needed safety improvement for the City of Wenatchee.”

The City of Wenatchee was also joined by Chelan County Commissioner Brad Hawkins, WSDOT North Central Regional Administrator Chris Keifenheim, as well as other local, county, and business leaders at the groundbreaking ceremony.

“It takes a village to get to a project to this point, and I look back and think about the partners who have been involved, and it couldn't have happened without each one of them stepping up to the plate.” said Chelan County Commissioner Brad Hawkins. “It’s really exciting that each and every one of the organizations at all levels of government across party lines chipped in and made this project a reality.”

The Confluence Parkway project will help increase safe routes for pedestrians and bicyclists, remove two railroad crossings to improve safety, and enhance transit access and accessibility.  The City has contracted with design-builder Kraemer-Scarsella Joint Venture on the project. Phase 1 is scheduled to be completed in 2027 and will include two new crossings over the BNSF Railway, a new intersection, and extending McKittrick to access parks and trails.  

Public Works Director, Tom Wachholder said “In closing, we’re excited to start phase 1, however our work continues. We remain focused on securing funds for the remaining phases of Confluence Parkway and ultimately completing the Apple Capital Loop.”

El jueves, la senadora estadounidense Maria Cantwell y la representante estadounidense Kim Schrier se unieron a otros representantes estatales y locales para dar el primer paso en la construcción de la Fase 1 de Confluence Parkway. La ciudad recibió fondos de la subvención de Infraestructura para la Reconstrucción de Estados Unidos (INFRA) del Departamento de Transporte de EE. UU. para un conjunto de proyectos denominado "Apple Capital Loop", que incluía Confluence Parkway.

"Al invertir en infraestructura, se debe priorizar los proyectos que movilizan mercancías, ya que generan empleos, impulsan la economía y nos ayudan a comercializar nuestros productos", declaró la senadora Cantwell. Solo quiero felicitar hoy a todos los que han trabajado arduamente en esto. Sé que el proyecto Confluence Parkway sin duda resolverá algunos de esos problemas de transporte al reducir la congestión: 4,000 camiones y 24 trenes circulan por la zona a diario [...]. Todo esto mejorará un poco la situación de Wenatchee gracias a esta inversión en infraestructura de transporte.

Desde 2010, la ciudad de Wenatchee y sus socios regionales han estado trabajando en una solución de transporte para satisfacer las demandas del Valle de Wenatchee, que es el centro económico, gubernamental, médico y de servicios de la región. El "Apple Capital Loop" es una red de proyectos que constituye la columna vertebral del transporte para los condados de Chelan y Douglas e incluye varios componentes clave que proporcionan conectividad para el transporte de mercancías, vehículos, bicicletas y peatones. El evento inauguró otro componente del "Apple Capital Loop", que, una vez construido, servirá como un circuito de 11 millas que servirá de soporte para carreteras, transporte público y otros medios de transporte activos.

Desde que asumí el cargo en 2019, he estado trabajando con actores locales, demócratas y republicanos en Washington para presentar ante el Departamento de Transporte la propuesta del proyecto Apple Capital Loop. ¡Y lo logramos!, dijo la congresista Schrier. La ciudad de Wenatchee también estuvo acompañada por el comisionado del condado de Chelan, Brad Hawkins; el administrador regional del centro norte del WSDOT, Chris Keifenheim; así como otros líderes locales, del condado y empresariales en la ceremonia de inicio de obras.

"Se necesita un esfuerzo colectivo para que un proyecto llegue a este punto, y al recordarlo, pienso en los socios que han participado; no habría sido posible sin la aportación de cada uno de ellos". Dijo el Comisionado del Condado de Chelan, Brad Hawkins. "Es realmente emocionante que todas y cada una de las organizaciones de todos los niveles de gobierno, independientemente de sus partidos políticos, hayan contribuido para hacer realidad este proyecto".

El proyecto Confluence Parkway ayudará a aumentar la seguridad de las rutas para peatones y ciclistas, eliminará dos cruces ferroviarios para mejorar la seguridad y optimizará el acceso y la accesibilidad al transporte público. La Ciudad ha contratado a la empresa de diseño y construcción Kraemer-Scarsella Joint Venture para el proyecto. La Fase 1 está programada para completarse en 2027 e incluirá dos nuevos cruces sobre la vía férrea BNSF, una nueva intersección y la extensión de McKittrick para acceder a parques y senderos.

El Director de Obras Públicas, Tom Wachholder, dijo: "Para concluir, estamos entusiasmados por comenzar la Fase 1; sin embargo, nuestro trabajo continúa. Seguimos enfocados en obtener fondos para las fases restantes de Confluence Parkway y, finalmente, en completar el Apple Capital Loop".
