Why is the City doing this Project?

Crawford Ave and Okanogan Ave are both Minor Arterials; the intersection is minor stop controlled with Crawford Avenue being the through movement at a posted speed of 30 MPH. Both streets are the walking/bicycle route for The River Academy and are also identified as “suggested” or “potential” walking/bicycle routes for Lincoln Elementary School. Additionally, these sections of Crawford Avenue and Okanogan Avenue are recommended to have bicycle lanes per the Chelan Douglas Transportation Council’s Regional Bike Plan. 

There are a number of non-compliant curb ramps at the intersection of Crawford Ave and Okanogan Ave as well as gaps in the sidewalk facilities immediately north and south of the intersection along Okanogan Ave. In addition, a traffic analysis was conducted along Crawford Ave that identified a need to reduce speeds for the safety of all modes of transportation, and a need to improve the intersections Level of Service due to the existing average vehicle control delay for northbound and southbound traffic. 

Due to the above noted characteristics and concerns, the City of Wenatchee (City) prioritized a project at this intersection and sought funding that would facilitate its completion. The City applied for a grant through the Safe Routes to School Program on June 6, 2022 and was subsequently awarded $1,965,500.00.

What will the Project include?

The project will improve safety and mobility for children biking and walking to the nearby schools through completion of the following:

  1. Construct a mini-roundabout with accessible crossings at the intersection of Crawford Avenue and Okanogan Avenue;
  2. Install pedestrian scale illumination at the intersection;
  3. Fill sidewalk gaps along Okanogan Ave in the vicinity of the intersection; and
  4. Re-channelize Okanogan Avenue to include two bike lanes

What to expect?

The project is expected to start June 2026 and the working hours are between 7:00am - 6:00pm.  The intersection of Crawford and Okanogan Avenue will be permitted to be closed for a period of up to 30 consecutive calendar days. A signed detour will be in effect and message boards will be prominently placed notifying residents of the closure a minimum of 7 days in advance and will remain in place highlighting the intersection closure for the full duration.
