Why is the City doing this Project?
Project Goals:
- Increase water quality that runs to the Columbia River.
- Treat stormwater runoff from streets between Springwater Avenue and Maple Street including Woodland Drive, Alderwood Drive and Central Avenue.
- Improve flooding in the neighborhoods.
- The city will also replace 1,200 feet on Pershing Street from Central to Springwater and also from Pershing west on Central up to Gasper Street.
What will the Project include?
The Pershing Street stormwater outfall in Pershing Street currently drains to the No. 1 canyon drain, a Type F intermittent stream and to the Columbia River. This project will eliminate flows to the Number One Canyon Drain in the area using an urban collection system by connecting to an existing city stormwater system in Maple Street. This project will also reduce flooding risk by creating a hydraulic barrier between the canyon flow and the street drainage system. Improving the quality of the stormwater discharged to the Columbia River will provide public health benefits by protecting recreational areas used for swimming and will decrease the amount of sediment discharged which will be beneficial for the protection of salmon and shoreline habitats. Currently the stormwater flowing into the No. 1 canyon receives no water quality treatment. The main pollutants of concern are sediment which can contain heavy metals and legacy pesticides.
This project will include pipes, catch basins, inlets, pre-treatment and basic treatment to achieve water quality and aesthetes that are appealing to the Pershing Street neighborhood. This project is made possible by a Department of Ecology planning grant funds and a construction grant.

What to expect
This project is set to kick of in the Spring-Summer 2026. We are still determining the hours of operations, but there will be no night work on this project. We do anticipate there to be partial road closures during construction. Once the project is advertised for bidding and a contractor is awarded the construction job, the city will update the working hours and road closure information. Please check back for more details.

More Project Details
The project has been awarded to Selland Construction and they plan to mobilize onsite at the end of April 2026. They plan to start with the water work and then begin on the stormwater construction. The project will be 100 working days and will last through summer into fall. Partial road closures are expected and traffic control will be in place throughout the project. The contractor will work with homeowners for driveway access and local services including garbage and mail services. The project will include improvements to the sidewalks and will replace the ramps with ADA compliant ramps. The contractor anticipates working normal business hours between 7:00 am- 6:00pm Monday through Friday, no night work or holiday work is anticipated. Materials will be stored on the sides of road in the pubic right of way, this may make street parking unavailable at times.
