2025 amendments to Title 10 Zoning and the Capital Facilities Plan

The City of Wenatchee and Chelan County are providing joint notice of the following proposed amendments to the City of Wenatchee Capital Facilities Plan and the Wenatchee City Code (WCC):

  • Annual amendments to the City of Wenatchee Capital Facilities Plan;
  • Title 10 WCC amendments including: a new section in Chapter 10.48 General Regulations related to outdoor storage and associated amendments in 10.08, 10.10, 10.20, 10.22, 10.24, 10.26, 10.28, 10.32, and 10.34; compliance with new laws related to co-living housing including a new section in 10.47 and associated amendments in 10.08, 10.10, and 10.60; refinement of codes related to middle housing and ADUs in chapters 10.46, 10.47, 10.48, and 10.62; other amendments in 10.46; revisions to certain industrial type uses in mixed-use zoning districts in 10.10; revisions in 10.08 and 10.10 creating a new land use for “vocational or trade school” and revising other related use definitions; a revision to the definition of “indoor commercial recreation” in 10.08; revisions to 10.48 related to pedestrian connections and swimming pools; revisions to chapter 10.50 related to freestanding sign standards.

Environmental Review

The City of Wenatchee has determined all of the proposed amendments to the City of Wenatchee Capital Facilities Plan and the Wenatchee City Code (WCC) will not have probable significant adverse impacts on the environment and have issued a determination of non-significance (DNS) in compliance with RCW 43.21C.

Comment Period

The amendments were sent to the Washington State Department of Commerce as required by RCW 36.70A.106.  The state required notice period began on October 10, 2025 and concludes on December 9, 2025. 

Comments on the proposed amendments should be submitted as soon as possible for consideration by City staff, the Planning Commission, and the City Council.  Comments are accepted up to and at the public hearing. Please email comments to mparsons@wenatcheewa.gov or mail to:
